Safety first
There’s absolutely no problem with bilingual road signs so long as we remember their prime purpose is safety first. That has to mean putting the English version, which is understood by the huge majority of the population and most tourists, first.
If Waka Kotahi is serious about its commitment to reducing the road toll then it must see that is a no-brainer. Once safety is taken care of bilingual education is fine.
